Dr. Stephen Miller is a Professor Emeritus of Marketing at Oklahoma State University. He received his BS and MBA degrees from OSU and his Ph.D. from UCLA. Steve’s instruction and research activity has integrated marketing strategy and international business. He has lectured in many countries and traveled extensively to Pacific Rim, European, and Latin America countries. He has been a frequent coordinator and instructor in the Spears School of Business study abroad programs to the France, Japan, Mexico and the UK. Steve has over 40 academic publications and technical reports dealing with marketing and related issues. He has been frequently recognized for his higher education contributions including the Regents Service Professor, President’s Service-Outreach Faculty Excellence Award, and the UCEA National Teacher of the Year Award.
Steve works closely with the business and governmental communities to enhance their export activities and global competitiveness. He is a member of the Oklahoma Governor`s International Team and past chairman. Also, he serves on the Oklahoma District Export Council. Steve has conducted many management development seminars for industry and organized seminars and conferences on international activities. Finally, he has hosted individuals and delegations from different countries during their visits to OSU and the state.
Steve served the university in a number of administrative capacities including Head, Department of Marketing, Director, International Business Programs, and Director, M.S. in International Studies Program. Additionally, he has been an educational leader in the application of telecommunications technologies to distance education. The latter involvement has included extensive distance learning instruction at the graduate level throughout the U.S.

Jonathan Neff has practiced law in Tulsa since 1985, focusing on contract law, particularly in international trade, manufacturing and distribution, construction and real estate, business formation, and corporate and securities law. His practice includes both domestic and international business transactions, as well as state and federal litigation.
In the field of international law, in 1991, Mr. Neff organized the International Law Group at Crowe & Dunlevy, Oklahoma's largest law firm, and co-founded the International Law Section of the Oklahoma Bar Association. Since 1994, he has served on Oklahoma's Governor's International Team and the Oklahoma District Export Council. He has represented U.S. companies in business transactions in more than twenty countries and has represented many foreign clients in U.S. business transactions. He has served as an expert consultant to the United States District Court for the Northern District of Oklahoma with respect to foreign law issues, and has represented several foreign clients in commercial litigation in federal court.
Mr. Neff also represents companies engaged in manufacturing and distribution, construction and real estate, and other industries. Before entering law school in 1982, he was a general contractor in the construction industry. He has been a member of the Associated Builders and Contractors since 1978 and regularly represents construction firms in a variety of legal matters. He has also developed real estate and manages real estate and oil and gas holdings.
In the field of corporate law and finance, he has assisted a variety of clients obtain equity investment and debt financing and has completed corporate sales, mergers, acquisitions and private placements. His largest single securities transaction was a $45 million private placement of equity. He has served on Boards of Directors of four companies, including a large equipment manufacturer, a technology development company, a product distribution company, and a restaurant chain. He has managed real estate and construction companies as well as a law firm.
Mr. Neff attended Cornell University and the University of California at Santa Barbara, where he obtained a Baccalaureate Degree in 1974. He attended Oklahoma State University for graduate studies before graduating in 1984 from the University of Arkansas College of Law, where he served on the Arkansas Law Review and as President of the Student Bar Association.

Anita Gordy-Watkins has worked with Oklahoma State University Institute of Technology
– Okmulgee for more than 20 years in various capacities. She has served as Director
for Economic and Workforce Development, Academic Chair for Engineering Technologies
and is currently the Vice President for University and External Relations, providing
leadership for economic and workforce development, applied research projects, and
the MidAmerica Industrial Park Education Center. Ms. Watkins also oversees the department
for campus diversity and international relations. She has traveled and worked extensively
with various countries and developing regions throughout the world to include Thailand,
Vietnam, Azerbaijan, Turkey, Brazil, Peru, Costa Rica, Mexico, Canada and Europe.
Ms. Gordy-Watkins holds a Bachelor Degree in Marketing Education and Masters
Degree in Human Resource Development from Oklahoma State University. She is a member
of the Governors International Team, the Oklahoma State Regents for Higher Education
Economic Development Council and the OSU Alumni Leadership Council. Ms. Watkins
is active in various other professional and civic organizations, and is a member
and Trustee for Asbury United Methodist Church in Tulsa. She and her husband, Mark
live in Jenks and have four grown children and four grandchildren.

Melissa M. Graffigna is the International Liaison Officer, in the Executive Plans
& Programs Staff at the Mike Monroney Aeronautical Center, FAA. For the last thirteen
years, she has consulted with the Center Director’s Management Team in all matters
concerning international business or visitor activities that impact any facet of
the MMAC business. Melissa is very active in the international community as well
as the educational community. She currently serves as President and Chairman of
the Board of Sister Cities International for Oklahoma City

they currently are working with Oklahoma City University and the English Language
School to bring a teacher from each of our 7 sister cities to study English in Oklahoma
City. Additionally she will be trying to place two students from Puebla, Mexico
into one of our OKC Public High School for the 2009-2010 school year. She recently
returned from a trip to Russia where she along with the Mayor of OKC, visited our
sister city of Ulyanovsk to sign the official agreement and to initiate new exchanges
with elementary schools, universities, and libraries. She also acts as a Program
Officer for the OKC International Visitors Council ( www.ivcokc.org) working with
the State Department and international visitors from around the world.
Additionally, Melissa is also the Aviation & Space Education (AVSED) Outreach
Program Manager ( http://www.faa.gov/education_research/education/) for the Aeronautical
Center as well as the Web Liaison too. As AVSED Program Manager she planned and
managed the first MMAC Aviation Career Education (ACE) Academy in 2006 and it has
become an annual event, hosting 25 OKC public school students for a week-long day
camp filled with aviation fun. Working with multiple partners throughout the community,
Melissa also hosts hundreds of students, teachers, and industry visitors to their
campus each year. She hosted their first ever teacher workshop in 2007 and it too
has become an annual event.
She spent 12 years of active duty in the US Air Force and is retired from the
US Air Force Reserves as a Senior Master Sergeant with over 21 total years of service
in Air Traffic Control, Terminal Instrument Procedures Development (TERPS), and
Command & Control Operations. Her education includes an MBA in Aviation and a BS
in Professional Aeronautics from Embry-Riddle Aeronautical University, as well as
Associate Degrees in Instructional Technology and Airway Science from the Community
College of the Air Force. She attained her Master Instructor Certification and holds
a Teaching Certificate.
She is married to Tom for 32 years, has two grown sons, three beautiful grand
daughters and one very handsome grandson. With over 30 years of federal service
she hopes to retire soon and travel with her family.

In her role at with the Oklahoma State Regents for Higher Education,
Dr. Blanke works with chief academic officers around the state, with
responsibilities related to academic offerings at each institution,
Intensive English Programs around the state, and coordinating international
activities in partnership with the Governor's International Team and the
Oklahoma Department of Commerce. Currently, Dr. Blanke is working on statewide
initiatives for expanding educational opportunities for health care students in
nursing and allied health professions and the implementation of the ReachHigher program,
Oklahoma's statewide degree completion initiative. In prior positions at the State
Regents, she worked with statewide academic policy and the Course Equivalency Project.
Prior to working with the State Regents, Dr. Blanke worked in student services,
specifically in residence life programs, at three state institutions. She earned her
doctorate degree in Higher Education from Oklahoma State University. Dr. Blanke
is a Cameron University alumna with a Master of Science in Behavioral Sciences, and her
Bachelor of Science in Secondary Education was granted by Oklahoma State University.

Bob Lieser, a native Tulsan, serves as Vice President of Programming for the Tulsa Global Alliance (TGA). Mr. Lieser joined the TGA staff in 1998 and has organized professional programming for over 1,200 participants in US government exchange programs during his tenure at TGA, including the International Visitor Leadership Program Community Connections Program. Before his tenure at TGA, Mr. Lieser worked as an English as a Second Language teacher and refugee job counselor at the YWCA Intercultural Service Center in Tulsa, and as a Russian instructor at Tulsa Community College. Mr. Lieser received a Bachelors degree in History and Russian Area Studies from Cornell University in 1992. He is Secretary of the Governor's International Team and Second Vice President of the United Nations Association of Eastern Oklahoma. He is a past president of the Friends of the Tulsa City-County Libraries and the Tulsa Association of Volunteer Administrators. He is also a member of Class 38 of Leadership Tulsa, an organization dedicated to education and training in civic engagement.

Desa Dawson taught Spanish in the Mid-Del School District for over 32 years. She received a BA in Spanish and an MA in Latin American Studies at the University of Oklahoma and did post graduate work in Teaching and Curriculum Leadership at Oklahoma State University. Dawson served as President of the Oklahoma Foreign Language Teachers’ Association (OFLTA) in 1989-90. More recently, Dawson orchestrated Oklahoma’s Year of Languages (YOL) activities in 2005 and was recognized for her work when Oklahoma legislators declared 2005 as the Year of Languages and offered their congratulations to her as the Southwest Conference on Language Teaching (SWCOLT) Regional Teacher of the Year. She was one of 5 finalists for National Language Teacher of the Year.
Locally, Dawson was the Del City High School Teacher of the Year in 1984, and OFLTA presented her with the Alfred Gage Service Award in 2002 and the Lowell Dunham Award for Teaching Excellence in 2004. Rose State College presented Dawson with the Golden Apple Award in 2003 and Dawson was named as SAMS’ Teacher of the Year that same year. In the national arena, Dawson served on the Review Board for the National Standards project in world languages. She currently serves on the Board of Directors of the American Council on the Teaching of Foreign Languages (ACTFL) and is an active member of the National Council of State Supervisors for Languages (NCSSFL). On April 3, 2009, Dawson was honored as Chevalier dans l’Ordre des Palmes Académiques by the Consul General from the French Consulate in Houston for promoting French language and culture in the United States. Presently Dawson is working with STARTALK, a U.S. government effort to promote less commonly taught languages.

Dr. Ron Duggins is the Director of the Meridian Technology Center for Business Development as well as the Director of the Oklahoma Technology and Research Park, both located in Stillwater, Oklahoma. He has also served as an adjunct MBA professor teaching Entrepreneurship, Leadership, and Human Resource Management.
Additionally, Dr. Duggins serves Oklahoma’s Career and Technology Education system by working with international organizations and individuals to develop global relationships and contacts that lead to economic growth for the State of Oklahoma. Drawing from state, national, and international resources, he facilitates the connection between Oklahoma’s businesses, technology centers, and other partner organizations to provide training and resources for work in the global marketplace.
Dr. Duggins holds an English degree and an MBA from Oklahoma Baptist University, a Master’s degree in Education/ESL from the University of Central Oklahoma and a Doctorate in Occupational and Adult Education as well as a Graduate Certificate in International Studies from Oklahoma State University. His experience includes economic development, curriculum development, global business assistance, entrepreneurship research, and international education and training in developing countries. His wife is a native of Brazil and he has worked extensively in Brazil as well as on projects in Mexico, Guatemala, Costa Rica, Vietnam, and the Republic of Georgia. In addition to work on the Governor’s International Team he works with business and agriculture professionals to provide technical assistance for development projects throughout the world.

George L. Lee, III graduated in 1980 from Rutgers University, BA in Economics and entered 138 year old privately held manufacturing business in sales management for export markets. He continued his exposure in product specific marketing and sales in glazier’s tool segment, and paint machinery segment both domestically and internationally. Developed and managed sales, service and parts distribution relationships in Europe, Africa, Asia and South/Central America. He was responsible for facility startup in Ireland for machinery manufacturing to support sales and parts supply efforts into the EU.
He has been Past President and Chairman of World Trade Association of NJ, Board Member of NJ World Trade Council, and appointed to the NJ-NY District Export Council by the late Secretary of Commerce, Ron Brown.
He moved from New Jersey to Oklahoma in 2008, after closure and sale of the Red Devil manufacturing facility in Union, NJ, and the opening of the new corporate office in Tulsa. Red Devil maintains a production facility in Pryor, OK opened in 1973 in the Mid-America Industrial Development (MAID) park. He has traveled extensively to over 35 countries on 6 continents pursuing business for Red Devil, Inc. He currently works as a corporate director and vice president of planning and development in Tulsa overseeing the company’s IP portfolio, employee benefits and the corporate insurance and legal proceedings.

Gordon Andersen is a Special Projects Manager for Pelco Products, Inc. A graduate Aeronautical Engineer from Ohio State University, he also has an MBA from Indiana University. He has spent over 40 years in the manufacturing industry sector, in engineering, sales & marketing, and operations management positions, including serving as the President of Fife Corporation, a multinational Oklahoma manufacturer and marketer of specialized industrial process controls. Gordon has worked in the aerospace, automotive, and various OEM industries. His work history includes multinational business operations experience in Japan, Germany, Brazil and the UK. Pelco Products Inc. is a manufacturer of traffic signal and sign hardware, utility hardware and decorative lighting products. Gordon has worked in various departments at Pelco, in addition to providing consulting services to the company since 1991. Pelco is a premier authority and driving force in the design, engineering, manufacture, and distribution of poles, brackets, and strategically associated products for the traffic control, ornamental and utility industries. He and his wife have lived in Edmond for 35 years.

M. Susan Savage was appointed Oklahoma Secretary of State by Governor Brad Henry on January 13, 2003. In that capacity, she serves as a member of the Governor's cabinet with broad policy duties and as a Constitutional officer with responsibility for international relations, maintenance of the state's registry of official records and policy oversight for several state agencies.
Prior to her service with the State of Oklahoma, Savage served as the Mayor of Tulsa from 1992 to 2002. She won the seat in 1992 in a special election among a field of 54 candidates, completing two years of an unexpired term. Savage was re-elected for two four year terms in 1994 and 1998, making her the most tenured and first woman mayor in Tulsa's history. Her term of office ended April 2002.
As Mayor, Savage served as Tulsa's chief executive officer, responsible for a $500 million budget and 4,000 employees. During her tenure, Tulsa prospered with unprecedented job growth, neighborhood revitalization, public safety improvements and government efficiency. Savage implemented more than one billion dollars in infrastructure investments for streets, parks, water, wastewater, stormwater, public safety, cultural and correctional facilities. She led Tulsa's efforts to protect the raw water supply through legislation, public-private partnerships and regional and national strategies; improved solid waste services; led local and regional efforts to create air quality programs; developed and implemented a regional strategy for multi-modal transportation planning; improved public safety services; and directed the development of Tulsa's financial planning, forecasting and investment policies.
During Savage's tenure as Mayor, the Reason Public Policy Institute of Los Angeles ranked Tulsa third among 44 U.S. cities for how well it delivered government services. In 1996, Newsweek magazine feature Savage as one of the nation's Mayors to watch.
Savage became a faculty member at the University of Oklahoma College of Architecture in the fall of 2002 where she lectured about public policy and finance related to planning, urban design, landscape architecture and community development.
Among numerous awards and special recognition, Savage was inducted into the Oklahoma Municipal League Hall of Fame for City and Town Officials in 2005; was the 2002 National Conference for Community and Justice Honoree for leadership; received an Honorary Doctor of Laws in 2000 from Arcadia University; and is a past recipient of the Oklahoma Human Rights award.
A third-generation Tulsan, Savage graduated from Edison High School in Tulsa and in 1974 earned a bachelor's degree from Arcadia University in Pennsylvania. Upon returning to her hometown in 1977, Savage became executive director of the Metropolitan Tulsa Citizens Crime Commission, a successful crime-fighting agency linking the police and the public. In 1988, Savage became Chief of Staff to then-Tulsa Mayor Rodger Randle, serving as the Mayor Pro Tem and leading the reorganization of Tulsa city government from a Commission to a Strong-Mayor system.
Savage currently serves on the National Advisory Board of the Riley Institute for Urban Affairs at the College of Charleston; Executive Board member, Southern Regional Education Board; Advisory Board member, Oklahoma Academy for State Goals; Advisory Board member, Oklahoma City United Way; Trustee, Oklahoma Nature Conservancy Board of Directors; Trustee, Oklahoma Foundation for Excellence; Board member, Creative Oklahoma, Inc..

Mehran Koranki, President & CEO of SMC Electronics Group, began his professional preparation by moving to England in June 1977 and received his Ordinary National Degree from Reading College of Technology. In 1981 he enrolled in a BSC in Physics & Engineering at Lakehead University in Ontario, Canada. In 1985 he returned to England, completed his Higher National Degree from Reading College of Technology and began his career as a service engineer. Furthermore, in 1992 he received a standard certification as an internal auditor for ISO 9000 and a Cisco Engineer Design Certification from CQS-SMBE in 2007. In 1987 he and two of his brothers formed SMC Electronics in Berkshire, England and went on to develop the company on an international scale. He was the Director of Operations for SMC Electronics in the UK and France from 1987 to 1997. Since 1997 he has been on the Board of Directors in the UK and France branch as well as a Managing Member of SMC Electronics in the United States. Soon after establishing SMC Electronics in the US, Mr. Koranki expanded his company affiliations and from 2001 to 2008 worked with Allied Solutions Technical Center. From 2002 to 2008 he was involved in Hotel and Restaurant Management in Germany and starting in 2008 until present day, has been working with KOR Finance and KOR communications in France. Furthermore, since 2004 to present, he has been affiliated with the US based Rockwell Investment Center and the UK based ISS Web Tracker. He also has extensive affiliations in France, which vary from Pars Construction (2002- present), BMW Auto (2006-present) and ATV and Repair (2006-present). As a service to the professional community he has been an active member of the Governor’s International Team since 1998 and served as Chairman from 2008 to 2009. Michael Carolina is the executive director of the Oklahoma Center for the Advancement of Science and Technology (OCAST). His tenure at OCAST began August 1, 2005; he is the agency's third executive director since its establishment in 1987. Carolina held management and executive positions (operating, strategic and business planning, new product development and engineering) with the Western Electric Company, AT&T and Lucent Technologies, where he worked for 25 years in the telecommunications industry. He served in several of AT&T's New Jersey-based operations, including technology transfer of Bell Laboratories-designed telecommunications products to AT&T's and Lucent Technologies joint ventures in Korea, Taiwan, The Netherlands, Spain and Brazil. He was also engineering director for Lucent Technologies Oklahoma City Global Provisioning Center.
After his retirement from Lucent Technologies in 2001, he became an industry consultant with the OSU Center for Innovation and Economic Development Foundation. He was also an adjunct professor in the Engineering and Technology Management program (OSU College of Engineering, Architecture and Technology.)
A native of Oklahoma, he received his B.S. in Biological Science from Oklahoma State University in 1967 and his M.S. in Environmental Science from the University of Oklahoma in 1971. He was selected by AT&T for its Executive Development Program in Princeton, NJ and completed the program in 1986.
Carolina serves on the board of directors for the Oklahoma Medical Research Foundation (OMRF), the National Memorial Institute for the Prevention of Terrorism (MIPT), i2E, the Oklahoma Alliance for Manufacturing Excellence (OAME), YMCA of Greater Oklahoma City, the Governor's International Team (GIT), the Oklahoma Experimental Program to Stimulate Competitive Research (EPSCoR) Advisory Committee and engineering advisory boards at Oklahoma State University, University of Oklahoma and the University of Central Oklahoma. Michael S. Neal, CCE, CCD, is in his third year as president and Chief Executive Officer of the Tulsa Metro Chamber. He leads the Chamber's full-time professional staff of 55 in the areas of economic development, convention and visitor development, government affairs, community betterment, small business and membership services. Through 2,800 member organizations, the Chamber represents more than 175,000 regional employees and utilizes 1,700 volunteers to achieve its mission. In 2005, the American Chamber of Commerce Executives named the Tulsa Metro Chamber as Nation's Best Chamber when it received the Award of Excellence in the largest membership category.
Neal most recently served as the president and CEO of the Nashville Area Chamber of Commerce for four years. Prior to joining the Nashville Area Chamber, Neal spent 12 years as president and CEO of the Monroe, La., Chamber of Commerce.
Neal is heavily involved in the U.S. Chamber of Commerce and serves on their Transportation Infrastructure & Logistics Committee, Chamber of Commerce Committee and Committee of 100. An active member of the American Chamber of Commerce Executives (ACCE), Neal has earned several professional designations, including the Certified Chamber Executive (CCE) designation and the Certified Community Developer (CCD). He received the prestigious Chairman's Award, the highest national award given, by the ACCE. Neal is a member of the ACCE Board of Directors and Finance Committee and Chairman of the Certification Commission.
In addition to those, Neal currently serves on the local boards of The State Chamber, Oklahoma Business Roundtable, Oklahoma Academy for State Goals, i2E, Foundation for Tulsa Schools, Oklahoma Business & Education Coalition, Southern Economic Development Council, Downtown Tulsa Unlimited, and the Tulsa Area United Way. Richard J. “Rick” Lehrter is Senior Vice President and Manager of Regional Banking for The F&M Bank & Trust Company (total assets $1.5 billion), the largest privately-owned commercial bank in the state of Oklahoma. The Bank is a significant participant in international trade finance, international payment mechanisms, and is a “priority lender” with delegated authority from The Export-Import Bank of The United States, with which Lehrter has experience and is familiar. The Bank’s staff includes international professionals with designations including membership in the Oklahoma District Export Council by the U.S. Department of Commerce and Certification as Documentary Credit Specialists.
Lehrter has over 30 years of experience in commercial bank management and line positions primarily with three well-respected banks in Michigan, Ohio and Oklahoma, including two market president assignments in Oklahoma where he opened new geographic markets for those two banks. Those two banks were recently rated two of the best three best banks in the United States (Forbes magazine survey, 2009). Prior to that he opened an asset-based lending division and a corporate banking division for one of those two banks in Oklahoma City, where he also served as in-house counsel for that bank. Lehrter has been involved in the transition efforts of ten commercial bank mergers over the course of 30 years.
Lehrter’s academic background consists of a juris doctor, cum laude from The Detroit College of Law at Michigan State University, a graduate banking degree (with Honors) from The American Banker’s Association’s Stonier Graduate School of Banking, an MBA from The University of Central Oklahoma and a bachelor’s degree in Financial Administration from Michigan State. He is a member of the American Bar Association, and an active member and in good standing with The State Bar of Michigan, and has been a member of The Oklahoma Bar Association. He has authored industry articles, some of which have appeared in The American Banker.

Dr. Buchli is currently applying his expertise in Immunology and Biochemistry as the Director of Research at Pure Protein L.L.C. His work is essential to the completion of ongoing research to develop new methodologies and technologies for developing novel soluble HLA molecules for one of the foremost biomedical companies in the country. Dr. Buchli’s past and present work has focused on HLA. The research of HLA is increasingly important to gaining a better understanding and finding improved treatments of infections and diseases including HIV and cancer. His research is also proving beneficial in the area of organ transplantation. Appointed by the Swiss Ministry of Foreign Affairs with the approval of the U.S. Department of State, Dr. Buchli serves as the Honorary Consul of Switzerland and is an appointed member of the Oklahoma Governor’s International Team (GIT).
Dr. Buchli has received his Ph.D. in Biochemistry from the University of Basel in 1996 and served as Postdoctoral Researcher at UC Davis until 2001 before accepting a Research Assistant Professor position at the University of Oklahoma, Health Science Center. As a recognized authority in his field, Dr. Buchli has been published extensively by some of the leading international, peer-reviewed journals in the field including the Journal of Biological Chemistry, Journal of Biochemistry, Journal of Cellular Biochemistry, Molecular and Cellular Biochemistry, Cancer Letters, Journal of Immunology and others. Dr. Buchli has also been chosen to serve as reviewer for several journals as well as a judge of the work of others through his role as a graduate advisor. He is also the recipient of the Albert M. Kligman Award in Dermatology and The Journal Record’s On the Brink Innovator Award.
Born in Switzerland, Dr. Buchli presently lives in Edmond, Oklahoma, with his wife, Beatrice and his two children Sheree and Jamie. Dr. Buchli is active in numerous community, cultural, and educational activities, such as Member of the International Visitor’s Council, the Admissions Selection Board, for the Oklahoma School of Science and Mathematics, as well as Member of the Swiss Club of Oklahoma and Soccer coach for Edmonds recreational league. Dr. Buchli is also an infantry Officer in the Swiss Army.

NATIVE TULSAN - A native Tulsan whose maternal family came to Oklahoma in the Land Run of 1889, Rodger Randle is a graduate of Tulsa Public Schools and the University of Oklahoma and he holds a doctor of laws degree from the University of Tulsa. FROM PEACE CORPS TO THE STATE CAPITOL - Mr. Randle began his career in public service with the Peace Corps in Brazil in the mid 1960's. In 1970, at the age of 27, Mr. Randle was elected to the Oklahoma House of Representatives. He was elected to the Oklahoma Senate in 1972, then re elected in 1976, 1980 and 1984. Mr. Randle was twice elected president Pro Tempore of the State Senate (which is the Senate's top leadership position). MAYOR OF TULSA - In 1988, Mr. Randle became Mayor of the City of Tulsa and led the successful campaign to change the city's form of government. The resounding "yes" vote came after four unsuccessful charter change attempts during the previous 35 years. He was re elected in 1990 by a large margin, becoming Tulsa's first mayor under the new Mayor City Council form of government. The adoption of the new form of government marked the most significant change in the City of Tulsa in the last 50 years. HIGHER EDUCATION - In 1992, he accepted the position as President of the University Center at Tulsa. In 1996, the University Center at Tulsa merged with Rogers State College to form Rogers University, and Rodger Randle remained as president of the combined institution. In 1998, Randle accepted a position as Professor in the Graduate College of the University of Oklahoma. FAMILY - He is married to the former Judith Otterstrom, who serves as Book Editor for the Tulsa World. Mrs. Randle currently also serves on the Tulsa City County Library Board, and is a past Chairman.

Roy became the President & Chief Executive Officer of the Greater Oklahoma City
Chamber on January 1, 2004, after having served as Executive Vice President of
Economic Development since mid-2002. Roy has held numerous executive
leadership positions in Chambers of Commerce and Economic Development
organizations in Texas, Arizona, Ohio and Oklahoma. Additionally,
Roy was Partner, co-founder, and President of The Economic Development Group,
Inc., an international economic development consulting firm with offices in Ohio
and Arizona. Roy also has served on the faculty for several professional
certification programs including the United States Chamber's Institute for
Organization Management and the International Economic Development Council's
Economic Development Institute. Roy has a Bachelor of Business Administration
degree from Texas Lutheran University and pursued his M.B.A. at Sam Houston State

Sandy Garrett is the only woman in Oklahoma history to be elected to the constitutional post of State Superintendent of Public Instruction. In November 2006, she became the only Oklahoma woman elected to a statewide office for a fifth consecutive term.
As Chief Executive Officer of the State Department of Education, Superintendent Garrett has led the timely implementation of the mandates of Oklahoma's landmark Education Reform Act of 1990 and the federal No Child Left Behind Act of 2001. Additionally, since taking office in 1991, she has downsized the Department, saving taxpayers a cumulative $52.7 million. Her constitutional posts include Chair of both the State Board of Education and the State Board of Career and Technology Education and membership on the State Board of Equalization, the Board of Regents of Oklahoma Colleges and the School Land Commission. The state superintendent also serves numerous other statutory roles both state and national.
A hallmark of Superintendent Garrett's administration has been the development of Pre-Kindergarten programs throughout the state to the extent that Oklahoma is recognized as a national model by the National Institute for Early Education Research. Increasing academic standards, improving reading skills, bringing technology to the classroom and making schools safer are also priorities Superintendent Garrett continues to pursue. In 2001, she received the prestigious Silver Beaver Award from the Boy Scouts of America for her work promoting character education.
With her fellow members of the State Board of Education, school deregulation has been initiated, a uniform financial accounting system for schools enforced and Oklahoma's first state core curriculum adopted along with aligned assessments for accountability. Among Superintendent Garrett's initiatives is the nation's first statewide school safety hot line (1-877-SAFE-CALL, ext. OK1), which allows anonymous reports of suspicious or potentially dangerous activity in schools.
Sandy Garrett was born in Muskogee, Oklahoma, and graduated from Stilwell High School. She received her bachelor's and master's degrees from Northeastern State University and pursued postgraduate studies at the University of Oklahoma and the John F. Kennedy School of Government at Harvard University. After 15 years as a classroom teacher and gifted programs coordinator in Muskogee County schools, she joined the State Department of Education as Gifted and Talented Programs Coordinator then became Executive Director of Education Programs, which included rural education, technology, satellite instruction, media applications, and library resources.
Throughout her career, Superintendent Garrett has been an outspoken advocate for children and active participant in education reform. She played a pivotal role in implementing the state's Learning by Satellite program and in establishing a two-way interactive fiber-optic instruction system in the Panhandle region drew national attention to Oklahoma in the 1980s. In 1988, she was named Cabinet Secretary of Education by Governor Henry Bellmon.
Among numerous honors, Superintendent Garrett was has been named one of the "Fifty Making a Difference" in Oklahoma by The Journal Record. She was inducted into the Oklahoma Women's Hall of Fame in March 2001, into the Oklahoma Educators Hall of Fame in August 2000, and is a member of the Northeastern State University Alumni Association Hall of Fame. In November 2000, she received the First Lady's Leadership in Literacy Award for her statewide efforts to improve reading instruction for children and expand literacy programs for adults.

Representative Shane Jett was born on December 5, 1974, in Shawnee, Oklahoma. He received a Bachelor's Business Administration with International Business Degree from Oklahoma Baptist University. He speaks three languages – English, Spanish and Portuguese. These languages served him well during two years of research and consulting work in Belo Horizonte Brazil with Global Options International.
As an educator Representative Jett has taught many international executives and students.
Representative Jett won election to the Oklahoma House of Representatives for District 27 in 2004. He continues active participation in Gideons International, McLoud, Shawnee, and Tecumseh chambers of commerce, NAFSA (National Association of International Educators), Teachers of English to Speakers of Other Languages. Representative Jett married the former Ana Carolina Gomes. They have a daughter, Raquel.
Representative Jett also is a lecturer in the United States and Brazil. He speaks on topics such as international relations, tribal issues, public policy, immigration reform, and his passion, a vision for Oklahoma.

Timothy A. Burg serves as the Executive Director/CEO of the Shawnee Economic Development Foundation, (SEDF), a position he has held since January 2009. The SEDF is a public/private partnership between the City of Shawnee and the local business community. The organization is dedicated to building the economy of Shawnee and the surrounding region.
Prior to joining the SEDF, Burg served as the Assistant Director for the Ponca City Development Authority, (PCDA), a stand alone 501-C3 public trust, and as the Assistant Executive Director for the Economic Development Advisory Board, (EDAB) a public-private organization contracted to perform economic development duties on behalf of the City of Ponca City. Burg served as interim director during the transition from a private-public organization, (EDAB) into the current stand alone public trust, (PCDA).
Among his past scope of responsibility was the operation of the PCDA Business Retention and Expansion Program, which was recognized as the 2006 Outstanding BR&E program in Oklahoma, by the Oklahoma Department of Commerce and Governor Brad Henry. His organization was the first recipient of such an award. PCDA was also a recipient of the 2007 International Economic Development Council’s Private Public Partnership Award. In 2008 his program and organization were honored by the Business Retention and Expansion International organization for their BR&E program.
Burg is a graduate of Northwestern High School in Sciota Illinois. He is a 2005 graduate of the Economic Development Institute of the University of Oklahoma, (OU/EDI) an International Economic Development Council, (IEDC) accredited program. After only four and a half years as a paid economic developer, he achieved the status of Certified Economic Developer, by passing the IEDC’s, rigorous CEcD exam. He also serves as an instructor with OU/EDI in the IEDC’s CEcD exam preparation course and as a mentor to OU/EDI participants.
